Upon watching it again, this time on tv, I have an expansion to make to previous thoughts noted elsewhere.

It's notable that she resorts to violence so quickly, in a city where hostilities are already escalating to its detriment.

Korra would likely have gotten in trouble even if she'd just started putting out each fire one of the thugs set instead of immediately confronting him, because he's then want to confront her. But at least then the fighting would have been self-defense. Not that fighting to help protect a person is bad, but it wasn't the first thing she could have done if she really couldn't help doing something, even if I don't blame her for not calling the police. She probably didn't know how.

Then with the destruction of property - the newspaper and the cord it was hanging on, the monument - she means well, but needs to not resort to violence for every problem. Of course, with her lack of understanding about money and varying standards of living, she probably doesn't understand how damaging it was for her cause destruction while trying to get that one gang. She actually was oppressing those people whose property got damaged, by not considering their needs and using her powers to be able to ignore them(even though she did it out of ignorance, because the ability to be ignorant is part of privilege too). If she hadn't had them, it's be a bit more risky for herself to interfere, let alone chase those guys down. Plus she got out of the charges via being connected to the right person who could interfere on her behalf, and was surprised her connection with Chief Bei Fong would help her. That's what privileged people do: be out of touch with reality and expect others to not hold them responsible for what they do. I admire the complexity of the situation being presented here.Hopefully it will stay complicated and not easy to resolve.
